Giant white Adirondack chair landmark in Mexico Beach, Florida
Can you bring a dog to the beach at Mexico Beach?

No

except west of Canal Parkway
Mexico Beach bans animals from the beach and the City Pier. One stretch is carved out — the beach west of Canal Parkway — and that is the only place in the city a dog can legally be on the sand.

The rule

A city ban with a single carve-out.

No owner or other person having charge, care, custody or control of any animal shall allow or permit any such dog, cat or animal(s) into or upon any beach or the City Pier.
The next line of the same section reads: the beach west of Canal Parkway is exempt from this section. Mexico Beach is its own city in Bay County, so this is city law — the Gulf County rule that allows leashed dogs on the sand at Cape San Blas and St. Joe Beach does not apply here. The exemption is a bare carve-out with no hours, no season and no conditions of its own, but the city leash rule at § 90.09 still applies to any dog off its owner’s property.

Penalty: § 90.13 routes to § 90.99, a civil ladder — $25 for a first offence, rising to $50 if unpaid after fourteen days, with a $500 cap and a $5 surcharge. The city’s own beach rules page quotes $500 and 60 days, which is the general penalty at § 10.99, not the one this section actually invokes.

Where the ban bites

Four things the ordinance actually covers.

Read § 90.13 literally — it is broader than most visitors assume.
01
Any beach inside the city limits, east of Canal Parkway
02
The City Pier — named separately in the section, and often missed
03
Any animal, not only dogs. Cats and horses are caught by the same words
04
The dunes: § 99.04 separately prohibits leaving human or animal waste, and restricts foot traffic to designated walkovers and approved access points
The dog beach

West of Canal Parkway, and the rules that still apply there.

The carve-out is real, but it is not a free-for-all.
01
§ 90.09 requires any dog off its owner’s property to be on a suitable leash of dependable strength. No length is specified
02
No hours and no seasonal limits appear in § 90.13 — the exemption is unconditional on its face
03
The city’s own beach rules page omits the exemption entirely and states a flat ban. The codified ordinance is what controls
04
Twenty minutes west, Gulf County allows leashed dogs on the sand at St. Joe Beach, Cape San Blas and Indian Pass
