Golf cart on a WindMark Beach road
Can you drive a golf cart at WindMark Beach?

Yes

on signed county roads — never on the sand
Gulf County allows golf carts on county roads posted at 35 mph or less that are not truck routes, where the county has put up signs. State roads are out, and so is the beach.

The rule

Speed decides it, and the sign confirms it.

Golf carts shall be allowed to safely operate on or to cross roadways of those areas of all county roads which have a posted speed limit of 35 mph or less and are not designated as a truck route.
The same section says the county shall post signs on the roads it designates, so the sign is what you look for on the ground. Highway 98 runs past WindMark and is a state road, so it is out. Inside the development the cart paths are community property rather than county roads — the association sets the rules there, and § 40-2 does not apply to them. Gulf County also passed an emergency golf cart ordinance in April 2026 and amended it in May 2026, adding powers to boot, impound and fine carts that are improperly operated or parked — that text is not yet in the published code, so treat anything written before 2026 as out of date.

The dunes are criminal, not a ticket: driving on, over or across any dune or dune vegetation is prohibited by § 161.58, Florida Statutes, and is a second-degree misdemeanour.

Who can drive

The age rule changed in 2023. Most guidance online is stale.

A fourteen-year-old can no longer legally drive a golf cart on a public road in Florida.

Golf cart, or low-speed vehicle?

Two different vehicles in law. Ask before you rent.

Top speed is what separates them, and it changes almost everything else — including which roads you may use.

Golf cart — not capable of exceeding 20 mph. No title, tag or insurance required, but county roads only

Low-speed vehicle — over 20 and up to 25 mph. Needs a title, registration, insurance and a VIN, and may use any street posted 35 mph or less

An LSV driver must have a full driver licence in their possession. A learner’s permit is not enough

Never on the sand and never over a dune walkover, including the BeachWalk Trail walkovers
